The suspects were reportedly arrested in Voi while trying to recruit youth into the outlawed group.
According to Taita Taveta County Commissioner Joseph Olingo Ole Sossio, the suspects were found with a list of over 20 names believed to be of the youth that had been recruited.
Sossion said unemployed youth are targeted for recruitment since they can easily be bribed into joining the group.
He said police are on high alert to tame any security situations that may emerge as he urged residents to stay calm and vigilant.
The suspects are helping police with investigations into the activities of the group.
